How could a foreigner purchase a house or department in suzhou?

According to the 2019 Suzhou Municipal Government No.61 Document, starting on July 25, 2009, non-registered residents within Suzhou, including Gusu District, SIP, SND, Xiangcheng District, Wuzhong District, Wujiang District, Kunshan City and Taicang City, need to pay personal income taxes or social insurance (urban social insurance) in Suzhou for at least 2 consecutive years (within 3 years prior to the date of house purchase) and provide the corresponding certificate of payment to buy the first house in Suzhou.

In addition, personal income tax or social insurance should be paid on a duly basis (overdue payment is excluded). In the case of house purchase in Suzhou, foreign nationals will be considered as non-registered residents.
